cpufreq: Tegra: drop wrapper around tegra_update_cpu_speed()
Tegra has implemented an unnecessary wrapper over tegra_update_cpu_speed(), i.e. tegra_target(), which wasn't doing anything apart of calling tegra_update_cpu_speed().
