cpufreq: Use cpufreq_policy_list for iterating over policies

Use the newly created cpufreq_policy_list for this purpose instead. Signed-off-by: Viresh Kumar <viresh.kumar@linaro.org> Signed-off-by: Rafael J. Wysocki <rafael.j.wysocki@intel.com>
