wlt: toolkit: add input_offer support
Input offers are used to implement pasting data from other applications. This adds the infrastructure to operate on data-managers and allows applications to retrieve the currently active selection-data via a file-descriptor. Signed-off-by: David Herrmann <dh.herrmann@googlemail.com>
