spirv/nir: Add support for OpAtomicLoad/Store
Fixes new CTS tests :
dEQP-VK.spirv_assembly.instruction.compute.opatomic.load
dEQP-VK.spirv_assembly.instruction.compute.opatomic.store
v2: don't handle images like ssbo/ubo (Jason)
