debug: Add support for emitting remark reports

These are less severe than warnings, and should be used in cases where
static analysis is hindered for some reason, but the code is otherwise
probably OK. For example, if the type of a variable cannot be determined
statically, and knowing the type would be really useful for analysis, a
remark could be emitted asking the user to add an explicit typecast.
