tools headers UAPI: Sync linux/kvm.h with the kernel sources
To pick the changes in:

644f706719f0297b ("KVM: x86: hyper-v: Introduce KVM_CAP_HYPERV_ENFORCE_CPUID")
That automatically adds support for these new ioctls:
