Merge branch 'pci/ctrl/brcmstb'
- Remove unnecessary forward declarations (Jim Quinlan)
- Prevent config space access when link is down (Jim Quinlan)
- Split post-link up initialization to brcm_pcie_start_link() (Jim Quinlan)
