Set this to `$(libexecdir)/pkgconfig'; this is the directory where

* Makefile.am (pkgconfigdir): Set this to `$(libexecdir)/pkgconfig';
this is the directory where pkg-config actually looks.
* *.pc.in: Made the pkg-config scripts actually work.
