drm-uapi/xe: Remove unused flags
This aligns with kernel commit ("drm/xe/uapi: Remove unused flags"). As
a consequence, some tests which dependend on the removed flags are also
removed. Also, ensure that the removed flag values are no longer
accepted to prevent mismatch.
