Pull RCU updates from Ingo Molnar:
"The main changes are:
- Debloat RCU headers
- Parallelize SRCU callback handling (plus overlapping patches)
- Improve the performance of Tree SRCU on a CPU-hotplug stress test
- Documentation updates
- Miscellaneous fixes"
