cpu: Move breakpoints field from CPU_COMMON to CPUState
Most targets were using offsetof(CPUFooState, breakpoints) to determine
how much of CPUFooState to clear on reset. Use the next field after
CPU_COMMON instead, if any, or sizeof(CPUFooState) otherwise.
