dix/dispatch.c, os/utils.c: Disable smart scheduler on WIN32
setitimer() and SIGALRM aren't available on WIN32, so smart scheduler
code cannot be built. Provide only stubs for smart scheduler timer
code, and disable smart scheduler by default.
