add hal-set-property --direct
In order to set the X keymap correctly, hal-set-property needs to call
libhal_ctx_init_direct.
Patch originally developed by Adam Jackson <ajax@redhat.com> in Fedora, and
also used by Ubuntu and Debian for a long time.
