tgsi/softpipe: prepare ARB_gpu_shader_int64 support. (v3)
This adds all the opcodes to tgsi_exec for softpipe to use.
v2: add conversion opcodes.
v3:
- no PIPE_CAP_INT64 yet
- change TGSI_OPCODE_I2U64 to TGSI_OPCODE_U2I64
