Add a 'ufst' target for building the ufst library dependencies (if the

code is present in the tree) and add this as a dependency on the
ls_udebug and ls_uproduct targets. It does not attempt to pass non-debug
flags to the ufst makefiles when building the ls_uproduct.

Also, correct the PHONY for .PHONY typo in the top level makefile so
virtual targets are always built.
