intel: Clean-up the extension string madness!
- Sort extensions by ARB, then EXT, then vendor by name - Remove redundant (only one of GL_{ARB,EXT,NV}_texture_rectangle) or duplicate extension strings (cherry picked from commit 08b9e29c1d4d28fee13658b0421b4522d9c36b3a)
