Fix declaration of XAACachePlanarMonoStippleProc. Rename
XAACachePlanarMonoStippleWeak to XAAGetCachePlanarMonoStipple() for
consistency with other parts of xaa and fix forward declaration in
xaalocal.h. Fixes last comments on Bug #962.
