vcl: Drop local var pointing to self in WindowData ctorHEADmaster

        Convert ImplWindowStateFromStr to WindowData(str)

, `rData` was a method param for ImplWindowStateFromStr.

Now, using it instead of just using `this` is
unnecessary.
