Fix packaging of rust plugins on Android
Also fix codepaths for iOS, but iOS is untested.
* Cargo is only building static archives, but we don't care about that
for now so just encode that into the recipe.
* Add Rust plugins to plugins.mk
* Dynamically add files_plugins_*_devel instead of files_plugins_*
when building for Android or iOS
